Per-user rate limit
Overrides the global cap for this user only. Useful for power users hitting the AI parse cap, or for quietly throttling a single bad actor without changing global limits. Edits propagate immediately (no 60s cache).
Comp Pro tier
Grant a Pro tier without StoreKit (creators, support gestures, IAP failures). Currently a no-op while paywall is off; the iOS Entitlement layer reads `admin_pro_grants` once paywall flips back on.
